County Planning Compliance Review Documents – Roberts 2nd Submittal

We need your help!!!

Below is a compilation of relevant PDF documents that the La Plata County Planning Department has posted on-line related to the Roberts Village Camp Durango Project second submittal. The first submittal had numerous issues violating the Animas Valley Land Use Plan (AVLUP). Roberts. The SEH engineering group revised some parts of the plan, but some parts that were flagged by the reviewers remain unchanged and/or are simply reworded to try and make it sound more suitable. The bottom line is a development of this magnitude would be equivalent to inserting a small city into the north valley.

For instance, the revised access application states “This use would include 277 spaces to be used for RV stalls and/or park model homes, a clubhouse, office and small store“. Yet the Narrative document only states “275 RV Stalls” with no mention of park model homes – why the disconnect in quantity and description? The park model homes, or cabins, was one of the items repeatedly flagged in the original compliance review as violating numerous AVLUP code items. Should the plan be approved, which document would dominate – the narrative or the access application document?

The original plan included “49 cabins, 257 RV sites“. That compliance report review stated “The density of the proposed RV park does not correspond to the density of the Dalton Ranch subdivision to the north and the west and the large lot of agricultural properties to the south and the east. … Therefore, this type of use in its current form, in combination with its density, does not meet the 70-5.III.D, “Maintenance of existing character.“. The new narrative states “the development team elected to lower the total number of sites to enhance the project’s compatibility with the community“, as though 275 RV stalls is substantially less dense than 257 RV sites and 49 cabins!

This new submittal being reviewed by the County’s outside representative (Tez Hawkins) as was done in the 1st submittal. However, in an attempt to stay on top of the issue as it progresses AVAC is asking our members to take a look at the submissions. We are providing space at the end of each document to submit concerns and comments. These will be curated to keep the comments/suggestions constructive, civil, and pertinent.

Please note that some of the information presented below are a replicants of the first submittal (e.g. the HSD and AWC supply letters). Presumably, some things are “addressed” by later documents, such as SEH responses to those items. We have tried to put the most important items at the top. Nevertheless, these are all of the documents Roberts has provided for the second submittal.

    The way this is worded “use would include 277 spaces to be used for RV stalls and/or park model homes” means they could elect to put in 277 park model homes. This would create an extremely high density village! This potential village should not be allowed!!!!
